CN will be actively participating in the STB review of this proposed merger.

What You Can Do to Strengthen the Case for Fair Competition and Safeguards

Protecting competition is not optional, it is essential to keeping costs down and the economy sound. The fact is that this merger would create a single entity that controls more than 40% of the US freight rail market. Without real competition, prices go up and consumers lose.


There are currently two options to ensure that your voice is heard with regards to the merger:

File a Notice of Intent to Participate With the STB

The STB allows customers and stakeholders like you to formally participate in the review. To participate in the STB process, you must file a Notice of Intent to Participate under docket number FD 36873 before the deadline. The deadline could be as early as February 2, 2026. This will give you the option to ensure that your concerns and priorities can be formally considered as the Board evaluates the merger and any conditions that may be imposed. It will also provide your company with electronic copies of any submission in the case.
