Les chemins de fer d'intérêt local (CFIL) exercent leur exploitation dans un secteur géographique limité et desservent de nombreux clients du CN. Certains CFIL ont déjà fait partie du réseau du CN ou d'un autre grand chemin de fer. Leur force découle de leur souplesse et de l'accent qu'ils mettent sur les intérêts locaux. Ils constituent un élément essentiel du transport porte-à-porte de marchandises. Le CN est déterminé à travailler avec ses CFIL correspondants ainsi qu'avec d'autres chemins de fer pour répondre aux besoins de ses clients en matière de transport, nombre de ceux-ci comptant parmi les expéditeurs les plus importants en Amérique du Nord.
