• Rail safety regulation (primarily the Canadian Railway Safety Act) is enforced by Transport Canada.
• Transport Canada also conducts research and development in support of improved railroad safety.
• Transport Canada works closely with the railroad industry (setting track, equipment and hazardous material transportation standards).
• The safety of railroad employees is also subject to the regulations of Human Resources and Skills Development Canada.

In the U.S., FRA helps us put the brakes on accidents…

• Rail safety regulation (primarily the Federal Rail Safety Act) is enforced by the Federal Railroad Administration (FRA).
• The FRA works closely with the railroad industry on various safety issues through its Rail Safety Advisory Committee
• The FRA also initiates regulatory proceedings when needed to address critical issues.

Canada

Every CN employee operating trains or engines is trained and tested (every three years) in the Canadian Rail Operating Rules (CROR).

United States

Every CN employee operating trains or engines is trained and tested (every three years) in the U.S. Operating Rules (USOR).

The operating rules must be followed 100% of the time for everyone’s safety.

In Canada and the U.S., we work hard and play by the rules.

Canada

For CN operating employees (train crews), the Canadian Work/Rest Rules define the requirements for hours of work and rest to ensure they remain alert on duty.

• CN’s General Fatigue Management Plan provides strategies and a framework to address employee fatigue in the workplace.
• CN’s Fatigue Management Plan provides additional rest requirements for employees who, because of extenuating circumstances, are on-duty for extended periods.

United States

• For employees such as locomotive engineers, train conductors and dispatchers, the Federal Hours of Service Law (which is enforced by the Federal Railroad Administration) sets specific limits on the number of hours they can work per day and provides guidelines for periods of required rest.
• CN is required to file periodic reports with the FRA for any violation of the Hours of Service regulation.

CN's hourly agreements with operating unions (which are unique to the rail industry) and its scheduled railroad and turnaround service, provide employees with sufficient rest and an improved quality of life.
