February 26, 2009 - To all Customers shipping to/from the Provinces of Quebec and New Brunswick - both of these Provinces have announced the start of their spring weight restriction periods. Please visit their websites for the geographical limits of their zones and for any updates or modifications to the dates.

Quebec:

• Zone 1: Monday, March 16th
• Zone 2: Monday, March 23rd
• Zone 3: Monday, March 30th
• Transport Québec Weight Restrictions

New Brunswick:

• Southern New Brunswick: March 8, 2009
• Northern New Brunswick: March 15, 2009
• New Brunswick Weight Restrictions

British Columbia:

• British Columbia Weight Restrictions

Please note that payload weights in equipment to be delivered by CNTL must be reduced per the requirements below for shipments planned to arrive in Quebec or New Brunswick after the start of their Spring Weight Restriction period.

To assist its customers during this period of reduced payload:

• CN will establish a "Latest Shipping Date" where customers may ship at regular payload weights from each terminal (based on the consignee receiving the traffic immediately upon arrival at the destination terminal).
• Note the "Date" will be the Reservation Date, not necessarily the date the shipment is released by the shipper. CN's online tools can assist in determining the Reservation Date and Trip Plan.
• CN will use specialty equipment to deliver any load that is overweight after receiving written confirmation that the payer understands the charges. Charges for this service are per tariff CN 9200, item 2090 ($600 premium per delivery). To ensure the specialty equipment is not detained, all deliveries must be live-unloads.
• Overweight traffic delayed online, but shipped prior to “Latest Shipping Date”, will be delivered by CN without the application of the charge in tariff CN 9200.
• The timing of delivery of overweight loads will be governed by demand. As such, normal extended use of asset fees (per tariff CN 9100) will apply.

The Latest Shipping Date is calculated by subtracting Lead Time (see table below) from the starting date of provincial spring weight restrictions periods. The following table shows the lead time of the "Latest Shipping Date" relative to the start of the Spring Weight Restriction as established by the province of Quebec and New Brunswick (in days):
