
Trespassing on railway rights-of-way has become a growing problem. In fact, since 1995, in North America more people are killed each year as a result of trespassing than in crossing accidents.
Finding solutions to the trespassing problem requires that municipalities and railroads work hand in hand. It has been our experience that the most successful solutions are those that involve a combination of public awareness and enforcement. Involvement of local police, community groups, private businesses, and community newspapers help maximize the chances for success.
In 2009, we:
- Analyzed cases to focus resources on areas with a high incidence of trespassing.
- Expanded joint-force operations with local law enforcement at high-incident locations.
- Delivered educational programs about the dangers of trespassing to schools, community and civic groups.
- Posted warning and safety messages in local newspapers and publications at high –incident locations, including ATV and snowmobile safety ads.

Key 2010 initiatives
- Expand joint enforcement blitzes with local police at high-incident locations.
- Increase posting of ‘No-Trespassing' signs. Conduct a system-wide audit of existing sign locations to determine replacement of missing or deteriorated signs.
- Deliver safety programs, including Operation Lifesaver, to schools, community and civic groups, and law enforcement agencies.
- Conduct risk assessments at key CN locations in order to better secure facilities from trespassers and theft.
- Increase communication to CN employees concerning illegal trespassing, and the need for employees to report trespassing incidents to local law enforcement and CN.
